Admiral Lori Carrigan conducted the swearing in ceremony of board members Wilbert Smith, Jr and Roberto DeLeon as Admirals in the Texas Navy. The First Texas Navy was established in 1835, and the Second Texas Navy was established in 1837. BMI would like to announce the annual leadership scholarship in honor of former Board of Trustees President, Colonel John F. Carrigan, a WWII Veteran and B24 heavy bomber pilot. The scholarship will be awarded based on recommendations of the Board and will cover tuition for one year for the selected student. The winning of the scholarship will be announced on 30 June 2010.
